Nowadays, 'culotte" means panty. But in the 18th century, "une culotte" was like a pants worn exclusively by the aristocrats.
"sans culotte" are called this way because they are not aristocrats, therefore, they are not wearing a "culotte".

What are sans culottes. Is it the clothing? A translation of sans culottes as sans culottes does not mean much to me.
